cancel/rewrite commission should be automated

If the replacement amount is greater than the contract amount for the new contract, no commissions should be calculated to any agent.

If the replacement amount is less than the contract amount for the new contract, commission is only paid on the difference.  If there is a commission due, it should be paid directly to the reserve account (if the agent has one).  Currently the commission is calculated and a processor must make manual entries to move from commissions to reserves.

    An example of one that should have paid on the difference is FA1373617-- replacement amount is 3630 and new contract amount is 3995 so commission should have calculated only on 365; but calculated on the full 3995; manually had to adjust and move difference

UNLESS the commission on the replacement amount has been charged back. If that commission has been charged back, then we DO need to pay commission, but only to reserves.
