Automatic letter generated to customers on e-mail billing

When a customer is set up on e-mail billing, whether it be when the contract is entered or if the customer chooses that option at a later time,  we currently manually prepare a letter or email to send to the customer with instructions on how to sign up for online access to view their statements.   My suggestion is to set up an automated work flow email.  The system would automatically mail out a letter to the customer with these instructions once we select e-mail billing as the option.
